Asbestos Removal Work

Throughout the different states, each has their own requirements for safe removal of material containing Asbestos. All require a licence for asbestos removal work other than for limited amounts as defined below.

Where you wish to carry out asbestos removal, you may need to apply for a licence in every State or Territory. The type of licence required and whether or not unlicensed removal can be carried out are dependant on whether the Asbestos material  is assessed as “friable” or “non-friable”  Ensure your contractor is correctly licensed for the Asbestos removal work you require.

Friable Asbestos:

Asbestos material which can be crumbled, pulverised, or reduced to powder by hand pressure. This may also include previously non friable material which becomes broken or damaged by mechanical force.

If the Asbestos material can be easily disturbed and become airborne by a slight breeze, it is in a friable state.

Non friable Asbestos:

Material which the Asbestos fibres were bonded by cement, vinyl, resin or other similar material. If accidently broken or damaged these Asbestos products may release a few fibre initially but will not continue to do so.

Over 97% of Asbestos materials in Australia are in a non friable state.

South Australia. Asbestos licensing is regulated through SafeWork SA

• When a Licence is not required to remove asbestos:

– less than 10m² of asbestos-cement (fibro) products or other non-friable material

– insulation material for the purpose of carrying out maintenance work if the material does not exceed more than one metre in any direction and the total does not cover any more than 0.5m²

• When a Limited Licence is required– To remove only asbestos cement (Fibro) and non-friable (floor tile) products

• Unlimited Licence – To do all other wok involving the removal of Asbestos

For asbestos removal work requiring a licence; licence holders must notify SafeWork SA before any Asbestos removal work is commenced.

All asbestos removal practices must comply with the relevant State/Territory legislation and the following;

 Unlicensed removal of Asbestos

Prior to carrying out any unlicensed removal of Asbestos you must ensure that the Asbestos has been properly identified and assessed as either friable or non-friable. This information is usually found in the Asbestos Register for the site. Where there is no Asbestos Register, the Asbestos material should be assessed by a competent person.

You must check the safety conditions and requirements which apply to the relevant work in the state prior to undertaking unlicensed asbestos removal.

During the removal of Asbestos, SafeWork SA may require air monitors to be placed around the site to monitor and regulate any airborne contamination of friable asbestos products. Exceeding the regulation amount can result in a large fine.
